The SSCC – UCR Pilot is a high level proof of concept of the use of the Serial Shipping Container Code (SSCC) as the Unique Consignment Reference (UCR) number in the Wine and Spirits supply chain between the United Kingdom and Australia.

Project Charter

Project Objective

The objective of this project is to demonstrate the SSCC as the UCR number for Customs purposes for the unique identification code for audit, consignment tracking, information consolidation and reconciliation purposes. The project will address the post-transaction (import and export) assurance of the UCR, and proof and test the benefits of the SSCC as the UCR used by participants in the supply chain.

The project aims to demonstrate that the SSCC:

  • provides an adequate level of uniqueness for the identification of shipments within the international supply chain to support requirements for the Customs process.
  • is well positioned to provide comprehensive and timely information to the Customs authorities from the source of shipment.
  • is already a well established and utilised tool within the global trading environment and can facilitate the global adoption of the UCR within the regulatory environment.
  • can replicate the UCR format and functionality when received from a trading or transport entity best placed to provide such information.
