Role of the GS1 Member Organization
The Member Organization (MO) is key to making Local Community Network a success. The MO facilitates their Members’ involvement in the standards creation process. The local LCN is organized by the MO around its community. The MO considers the physical size of the community and takes into account issues of time, preferred style and culture, resources, travel costs, and the impact of these on the target constituency.
Role of the Local Community Network Liaison
In addition to bringing the local community of users into the LCN fold, the MO provides the local staff by appointing an LCN Liaison. The LCN Liaison is fully responsible for all interactions with their membership and facilitates their involvement in the standards creation process.
The LCN Liaison ensures the LCN gives the global Business Requirements Groups and Work Groups feedback using the On-line Survey Feedback Form. The LCN Liaison has access to the Business Requirements Analysis Document, Business Solutions Document and the Technical Solutions Document and summarizes them for their constituency. If necessary, the LCN Liaison makes sure that needed language translations are available to LCN Members.
What is the relationship between Global Standards Development Membership and LCN Membership?
The GSMP Process Group is the management arm of the GSMP and oversees the management of standards creation and feedback on the standards – GSMP Core and LCN. The Process Group supports the notion that MOs and trading partners should take a larger role in standards creation and that MOs should drive local solutions. The two groups – Core and LCN create the standards and validate the draft standards.
Core GSMP Group
The Core GSMP officially votes and formally approves the standard (votes are monitored, recorded and Board ratified). Core members participate in a highly regulated environment under a premise of “one company one vote”. Membership rules apply along with qualifications. Voting members must be registered. Further, Core members devote much more time and input to the development of the standard. Therefore, the core member vote cannot be overruled, even when there is a difference of opinion between the Core and Local Community Network members.

Local Community Members
Local Community Network Members do not vote in the Core GSMP controlled environment. Their votes are needed to provide feedback to the Core on the draft standard. The Local Community Network feedback is intended to answers the following key questions:

Are the core developed requirements complete and understandable?

Is the standard an effective global solution – valid, correct and complete?

Will the global community migrate to the new standard?

If yes, then when will the standard be implemented?
